On January 1, 2025, Vietnam implemented Decree 168/2024/ND-CP, a sweeping update to traffic laws that massively increased penalties.

The days of paying a “coffee money” bribe of 200,000 VND are largely over. Police enforcement is now stricter, cameras are everywhere, and the fines for common tourist mistakes (like running a red light or missing a license) can now cost more than your entire motorbike rental.

The "Big Hits": Most Common Tourist Fines

Before we list every violation, here are the ones that catch travelers out the most. Note the massive price jumps for 2026.

1. Speeding

Speed limits are 40-50km/h in cities and 60-70km/h outside.

  • 5km/h to 10km/h over: 400,000 – 600,000 VND
  • 10km/h to 20km/h over: 800,000 – 1,000,000 VND
  • Over 20km/h: 6,000,000 – 8,000,000 VND (+ License Suspension)

2. Alcohol (Zero Tolerance)

Vietnam has a 0.0% limit. One beer is illegal.

  • Trace Amount (<0.25mg/L breath): 2,000,000 – 3,000,000 VND
  • Moderate (0.25 – 0.4mg/L): 4,000,000 – 5,000,000 VND
  • High (>0.4mg/L): 6,000,000 – 8,000,000 VND (+ Bike Impoundment)

3. No Driving License

Important Update: The law has split license categories. The fine depends on the bike size.

  • Bikes under 125cc: 2,000,000 – 4,000,000 VND
  • Bikes over 125cc: 6,000,000 – 8,000,000 VND (+ Bike Impoundment)

Note: If you are riding a Honda XR150 (149cc) without a valid license, you now face the higher tier fine.

4. Traffic Lights (Red & Yellow)

This is the biggest shock for most riders.

  • Running a Red Light: 4,000,000 – 6,000,000 VND
  • Running a Yellow Light: Same as Red Light (4-6 Million VND)

5. Helmets

  • No Helmet (Driver or Passenger): 400,000 – 600,000 VND
  • Tip: An unfastened strap counts as “No Helmet.”

FAQ

Officially? No. You are supposed to receive a violation record (biên bản), go to the Treasury, pay the fine, and retrieve your documents later. However, for minor infractions, officers may offer a “direct payment” to save time. Be aware that strict cameras and anti-corruption drives are making this harder.
If you are fined, the police will often hold your driving license as collateral until you pay the fine. If you are a foreigner leaving the country soon, this is a major problem.
No. You are 100% responsible for all traffic fines incurred during your rental. If a “Cold Fine” (Camera fine) is sent to us after you leave, we will charge your credit card on file.
Yes, “Cold Fines” (Phạt Nguội) are very common now. Cameras are installed on all major highways (QL1A, Ha Long-Van Don, etc.) and in major cities like Da Nang and Hanoi. You won’t get stopped, but the fine will be waiting for you when you return the bike.
It is relatively small (400k-600k VND), but it is the #1 reason police use to pull foreigners over. Once stopped, they will check your license and alcohol level, leading to much bigger fines. Always signal every turn.
